Who can do what

| Jira administrators | Everything: undo change sets, restore deleted work items, see activity and the audit log, change settings. |
| Project administrators | If allowed in Settings: undo and restore within their own projects, from Project settings → Safety Net. A change set that touches other projects can only be undone if they administer all of them. |
| Anyone who can edit a work item | Restore a single value or a deleted comment from the work item’s history panel. |
| Anyone who can see a work item | See its history. |
Every action checks the person’s own Jira permissions first. Undos and restores then run in the background as the Safety Net app, and are recorded in the audit log with who started them.
